Planning for Weaker Sections

The study presented very comprehensive information about Poona district for the year 1971-72 when a severe drought affected the area and normal district level expenditure almost doubled. Very important problems of planning of expenditure and relief for the weaker sections were naturally thrown up during this period.  The employment and food situations as well as price levels were profoundly affected under such conditions.  The study also considered planning for different sectors such as credit, irrigation, electricity, roads and the public distribution of consumer goods, their interrelations, and their relation to sub-area planning.  Each of these was considered from the standpoint of the weaker sections and from the standpoint of general development.  The study further attempted an estimate of the total government plan expenditure in the district.  This study was entrusted by the Planning Commission and the findings were published by the Centre.
